What to actually order
Gulyás is a soup here. The thick stew served abroad under that name is closer to pörkölt, which is also on most menus and is the better dish. Halászlé, the paprika fish soup, is a river-country speciality and much hotter than it looks. Lángos is fried dough with sour cream and cheese, eaten standing up, and belongs in a market hall rather than a restaurant.
For dessert, go to a confectioner rather than a restaurant: Dobos torte, Esterházy, or a somlói galuska if you want the one locals order.
The one reliable rule
Avoid any restaurant with photographs on the menu and someone outside inviting you in. That combination, on the tourist streets of District V and VII, is a reliable indicator of both the food and the bill.
About the bill
A service charge of 12–15% is added by default in a great many Budapest restaurants. It will be on the bill as *szervízdíj*. Check before you tip, because tipping on top of it means paying twice — which is exactly what most visitors do.
