July is Budapest at its hottest and busiest, and the city is not built for it: the Pest boulevards hold heat, Castle Hill has little shade, and the middle of the day on the tourist strip is genuinely unpleasant.
The trip works if you invert it. Walking before eleven, water or museums from noon to five, the river and the terraces from six, dinner at nine when the light goes gold. Done that way July is excellent, and the outdoor pools at Palatinus and the Danube-side strands become the point rather than a consolation.
Prices are at their peak, day trips are hot and crowded, and the Formula 1 weekend at the end of the month lifts accommodation across every district. If your dates are flexible at all, September gives you most of what July offers without any of the cost.
